Kelly was born on October 12, 1962, in Blessing, Texas, to William ‘Billy’ Bernard Jalufka Sr. (father) and Evelyn Howard Jalufka Luker (mother).
Kelly has two siblings: a brother, William Bernard Jalufka Jr., and a sister, Lea Michelle Hickl.

Her father owned a barbershop and liquor store, and her mother managed several hotel restaurants.

After graduating from the South Texas College of Law Houston (STCL Houston), Kelly received her attorney license in 1987.

She then spent over twenty years working as a prosecutor in Texas, specifically in County Harris. Kelly worked her way through the ranks until reaching the coveted position of Bureau Chief of the Special Crimes Bureau. In this role, she got to be involved with the many organizations falling under the umbrella of the Special Crimes Bureau, such as the Consumer Fraud Division, the Major Offenders Division, the Asset Forfeiture Division, the Major Fraud Division, and the Identity Theft Division.
In 2008, Kelly stopped being a prosecutor. She then moved on to television.
From 2008 to 2017, she appeared in the documentary TV series 48 Hours.
